The Logistics Functional Data Analyst Skill Identifier (L9)

In the modern sustainment enterprise, data is the strategic asset that enables predictive logistics, enhances materiel readiness, and provides commanders with decision-making superiority. To effectively utilize this asset, the Army is institutionalizing deliberate talent management for its most analytically minded logisticians through the establishment of the Logistics Functional Data Analyst Skill Identifier (L9).

The L9 SI is designed to formally recognize, manage, and develop leaders skilled in applying advanced data analytics to complex logistics challenges.

The awarding of the L9 SI operates like any other SI (e.g., Airborne or Pathfinder) as it enhances a Logistics officer’s existing skillset and provides the Army with greater talent management visibility. It does not lock the recipient into a specific, restrictive career path. For 90A Officers, serving in an L9-coded position will be designated as a Key Developmental (KD) opportunity for the billet’s corresponding grade, ensuring officers receive appropriate credit for their contributions to the force.

Requires a master's degree or higher from a regionally accredited college or university in a relevant data-centric field, such as Supply Chain Analytics, Decision Analytics, or Data Science. The Logistics Proponency Office (LOGPRO) retains the authority to approve or designate other equivalent graduate degrees that meet the SCoE's desired learning outcomes for a Logistics Functional Data Analyst.

Current Logistics/90A Officers: Active Duty, Army National Guard, and U.S. Army Reserve.

The path to receive the L9 SI is designed to recognize formal education, rigorous civilian certifications, and existing Army expertise. Applicants must fulfill one of the following pathways:

Successful completion of the CASCOM-sponsored Virginia Commonwealth University (VCU) Master of Supply Chain Management (MSCM) Advanced Civil Schooling (ACS) program. (Note: This applies to cohorts beginning AY26-27 and beyond, which feature an updated 4-course Supply Chain Analytics concentration).

Possession of an equivalent graduate degree (e.g., Data Science, Business Analytics) from a LOGPRO-approved university. Direct-commissioned Functional Data Analysts fall under this category. Step 3: Submit via the Microsoft Forms Link.

Logistics Officers who already hold the Army Artificial Intelligence Integration Center (AI2C) skill identifiers of W2 (Data Science), D3 (Data Engineer), or D4 (Data Scientist) are immediately eligible for the L9 SI.

LOGPRO recognizes that many officers hold valuable graduate degrees (such as an MBA or a legacy VCU-MSCM degree) that may not fully meet the strict data analytics coursework requirements of the primary and alternate pathways. To bridge this gap, officers can gain eligibility through a credit-based supplemental pathway.

The Standard: To qualify, an officer must possess a Master's degree and demonstrate analytical proficiency equivalent to a 4-course Decision Analytics Concentration (a total of 4 Analytics Credits).

The Process: Applicants will audit their graduate transcripts against LOGPRO's analytics requirements. For every required analytics course an applicant is missing, they possess a "credit deficit" and must earn 1 Analytics Credit. These missing credits can be obtained by completing approved comprehensive university programs or professional industry certifications (e.g., Microsoft, AWS, CompTIA, INFORMS).

Supplemental Pathway to the L9 SI for Legacy VCU Cohorts

The application portal will go live as we approach the anticipated August 2026 HQDA G-1 effective date [Link will be added here once active].

Once approved, applicants will be required to submit the following documents to LOGPRO via the above link:

1. Official College Transcripts & Diploma
2. Copies of Approved Supplemental Certifications (If utilizing the Supplemental Pathway)
3. Current Soldier Talent Profile (STP)
4. Current ACFT & HT/WT Scorecards

Following review and approval by the LOGPRO Chief, an Award Order will be issued. The L9 SI will then be permanently awarded via a Personnel Action Request (PAR) in IPPS-A.

To expedite the implementation of this critical skillset without over-coding our formations, LOGPRO is pursuing a deliberate, two-phased approach.

The initial Military Occupational Classification and Structure (MOCS) proposal is scoped specifically for 90A officers and is currently awaiting HQDA G-1 approval. We anticipate the L9 SI will be approved for individual award on or about August 2026.

• Billeting Rollout: Billet coding will begin in FY29 (Effective 01 OCT 28) with 59 billets across COMPO 1, concentrated in high-impact sustainment organizations (CASCOM, AMC, TSCs, ESCs, CTCs).

• FY30 – FY32: Estimated steady growth of 12 billets per year, aligning with schoolhouse output and capping at approximately 92 coded 90A billets by FY32.

Recognizing that data-driven decision-making is integral to the success of the entire sustainment community, Phase 2 will commence immediately upon the initial approval of the Logistics Functional Data Analyst skill identifier (o/a August 2026).

• Expansion: A revision will be submitted to officially rename the SI to the Sustainment Functional Data Analyst.

• Broadened Eligibility: This phase will expand eligibility for the award of the SI to Officers and Warrant Officers across the entire Sustainment Corps (CMFs 88, 89, 90, 91, 92, 94, 42, and 36).

• Future Billet Growth (FY33+): Billet coding will expand across the Total Force, pushing to the tactical edge (AFSBs, Sustainment Brigades) and officially integrating into COMPO 2 (National Guard) and COMPO 3 (Army Reserve).
